Amendment #13 to the FY2020-2029 Transportation Improvement Program (TIP)

Narrative
Amendment #13 to the FY2020-29 TIP adds two new bus purchase projects to the TIP that were funded through the North Carolina Volkswagen Settlement Phase 1 Transit and Shuttle Bus Program using Congestion Management Air Quality (CMAQ) funds provided through NCDOT and VW settlement funds for the local match. TIP Amendment #13 also adds funding from Chatham County's STBG-COVID allotment to BL-0070, Chatham County Pedestrian Safety Projects, for the engineering phase. Timing adjustments for several locally administered bike/ped projects, as well as routine changes from NCDOT (with additional modifications that were not in the version seen in November but are not subject to the 21-day public comment period), are also included.
Because the bus purchases are in excess of $1 million each, per the MPO's Public Involvement Plan, this amendment was released for a 21-day public comment period on November 14. On November 16 the TC decided to delay its recommendation in order to be able to weigh public comments into their recommendation - no public comments were received. On December 21 the TC recommended that the MPO Board adopt TIP Amendment #13.
