Amendment #14 to the FY2018-2027 TIP (5 minutes)

Narrative

TIP Amendment #14 moves funding for three City of Durham CMAQ projects. FY19 funds from C-5605H, Downtown Durham Wayfinding, would be moved to C-5605E, Durham Bike Lanes, and C-5605I, Durham Bike Boulevards. The purpose for this movement of funds is cost overruns on all projects and the uncertainty that C-5605H will be able to obligate its funds by the September 30, 2019 rescission deadline. Additional funds would be programmed to C-5605H in FY20.

 

The programming of FY20 CMAQ funds to C-5605H will essentially exhaust the FY20 & FY21 DCHC CMAQ distribution, presuming the MPO wishes to continue funding the TJCOG Transit Demand Management (TDM) program. An attachment shows previously approved programming of FY20-21 DCHC CMAQ funds, including the proposed funds for C-5605H. Should this amendment be approved, no CMAQ funds would be available for new projects in FY20-21, nor would there be additional funding for currently programmed projects.

 

Also included in this TIP amendment are adjustments to schedules for GoTriangle bus purchases and several City of Durham bike/ped projects, as well as additional funding for several statewide projects.

TC Action: The TC unanimously recommended approval of Amendment #14 to the FY2018-2027 TIP.
