Resolution to Discontinue Durham-Orange Light Rail Transit (D-O LRT) (15 minutes)

Narrative
On March 27, 2019, the GoTriangle Board of Directors recommended to the partners of D-O LRT, which includes Durham and Orange counties, as well as the DCHC MPO, to discontinue planning and engineering for the D-O LRT. On April 2, 2019, the Orange Board of County Commissioners agreed with that recommendation. The Durham Board of County Commissioners is expected to take a similar action at its April 8, 2019 meeting.
As a partner to the Durham and Orange County Transit Plans, the DCHC MPO is also required to take action on the recommendation. Attached is a resolution that concurs with the discontinuing of work on D-O LRT, and also directs staff to work with the North Carolina Department of Transportation (NCDOT) to remove D-O LRT from the Draft FY2020-2029 State Transportation Improvement Program (STIP) and reallocate those funds per the State Transportation Investments (STI) law.
