Triangle Regional Freight Plan (10 minutes)

Narrative

The MPO Board released the Triangle Regional Freight Plan in September 2018 and conducted a public hearing in October 2018.  The Board received a presentation at their April meeting on two changes to the Plan: added text to indicate how freight and passenger rail will share the North Carolina Railroad (NCRR) corridor; and, several changes to the Strategic Freight Corridor (SFC).  The Board asked for an additional change -- a stronger message in the Freight Plan on resiliency.  Staff proposes adding resiliency text to the Policy and Program section.  The attached document, Resiliency in Freight Plan, presents the proposed resiliency text.  The Freight Plan presentation from the April MPO Board meeting is also attached in case members want background information.  The full Freight Plan, executive summary and appendices can be found on the following Web page:  http://www.dchcmpo.org/programs/freight_urban_goods_movement/default.asp

 

Approval of the Freight Plan means that the MPO will consider including the Plan's recommendations in the MPO's long-range transportation plans and policies.  Local government might want to consider some of the recommendations for their plans, programs and policies.  Also, the Strategic Freight Corridor (SFC) section of the Plan is important for NCDOT to define and position projects suitable for freight specific funding.

 

Recommendation

TC Action: Recommended addition of NCRR corridor language and recommended that the Board approve the Triangle Regional Freight Plan.

 

Board Action: Provide any desired changes to the Triangle Regional Freight Plan, and approve the Triangle Regional Freight Plan.
