Legislative and Policy Framework for SPOT Process (30 minutes)

Narrative
Per the request of the MPO Board, LPA staff will make a presentation on the Strategic Transportation Initiative (STI), the law that creates the framework for transportation funding in North Carolina, and the Strategic Prioritization of Transportation (SPOT) process which implements STI. Staff will detail those provisions that are embedded within the STI law, and those that are policy of the North Carolina Department of Transportation (NCDOT), and therefore can be changed administratively (with potential approval by the State Board of Transportation).
In addition, at its September 13 meeting, the MPO Board requested that LPA staff invite Secretary of Transportation Jim Trogden or Deputy Secretary Julie White to a future meeting to discuss concerns with bicycle and pedestrian transportation funding and policies. In advance of this meeting, the MPO Board indicated a desire to have a session to discuss issues for discussion with NCDOT staff. This presentation will include bicycle and pedestrian policy issues for the board to consider and discuss. A list of issues is also attached.
