Narrative
LPA staff has completed a final draft of the FY2018-27 Metropolitan Transportation Improvement Plan (MTIP), which is ready for adoption. The MTIP is the document that defines the transportation projects that will be funed and scheduled over the next ten years. The MTIP must be adopted and sent to NCDOT, FHWA, and the FTA by November 15, 2017.

The MTIP was released for public comment on October 18, 2017. All comments that have been received by staff will be provided to the Board at the meeting. In addition, per the DCHC MPO Public Involvement Policy, the Board should hold a public hearing and take comment on the FY2018-27 MTIP prior to taking a motion to adopt the MTIP.

Subsequent to the draft's release for public comment, LPA staff received further direction from representatives of NCDOT and the Federal Highway Administration (FHWA). LPA staff was informed that the majority of changes from the State Transportation Improvement Program (STIP) that were proposed in the MTIP could not be included at this time due to federal requirements of consistency between the STIP and the MTIP. Therefore, the majority of those changes will be included in an amendment to the MTIP that the Board should expect to see in January. Two amendments to the MTIP remain: the removal of I-5702A, Managed Lanes on I-40 from US-15/501 to NC 147, and P-5710, removal of the grade separation project of the North Carolina Railroad at Blackwell and Mangum streets in Downtown Durham. Both of these projects are in the last four years of the STIP and MTIP, and therefore fall outside of federal consistency requirements. The final draft reflects what is required for STIP and MTIP consistency.
