Proposed Modifications and Deletions for SPOT 5.0 (15 minutes)

Narrative
The MPO is required to submit any revisions, modifications, or deletions to existing projects for consideration in SPOT 5.0 by June 16, 2017. As shown in the attachment, staff has identified several projects to amend. This includes committed and developmental projects in the Draft STIP, such as:

- Rescope projects I-5702A, managed lanes on I-40, and U-5774F, NC-54 improvements from I-40 into Chapel Hill, in order to devise a way to have the NC-54 improvements take place prior to the managed lanes (because of the scoring in SPOT 4.0, managed lanes would have to be constructed first).
- Rescope U-5720C&D, conversion of US-70 to an expressway from Miami Boulevard to TW Alexander Drive, in order to incorporate an interchange at the future Aviation Parkway Extension and include an adjacent multi-use path.
- Extend the scope of project U-5937, operational improvements on NC-147 from Briggs Avenue to Duke Street, to Chapel Hill Street and include bike/ped and safety improvements at the interchanges.
- Include within the scope of R-5821, operational improvements for NC-54 from Orange Grove Road to Old Fayetteville Road, a superstreet design and intersection improvements at Old Fayetteville Road.

Projects that were not funded in SPOT 4.0 are required to be resubmitted for SPOT 5.0. The modifications of these projects, as shown in the attachment, will be reflected in the resubmission. Projects that were requested to be deleted will not be resubmitted.

NCDOT has requested further discussion on several of these items. Staff feels that there will not be sufficient time to submit the project modifications to NCDOT if approval is given at the June MPO Board meeting (the next Board meeting is scheduled for June 14). Therefore, staff requests flexibility from the Board to alter modifications based on future discussion with NCDOT staff.
