Narrative
Per federal statute, MPOs must adopt targets for safety performance measures. MPOs may either agree to support the targets developed by the state (NCDOT), or they may develop and adopt their own. The MPO must adopt the targets for safety performance measures by February 27, 2025.
Brian Murphy, Traffic Safety Systems Engineer from NCDOT's Traffic Safety Unit, will present an overview of NCDOT's safety performance measures and targets, and share safety data specific to the DCHC MPO planning area. This presentation will be provided as information for discussion before it is brought back to the Technical Committee and Board in February for action before the February 27 deadline.
As part of its safety planning work, DCHC MPO is developing a regional Safety Action Plan in partnership with MPO members, NCDOT and other stakeholders. A product of the Safety Action Plan will be data that could support MPO-developed safety targets. The MPO has supported NCDOT's safety targets in the past, but the Safety Action Plan will offer an opportunity for the MPO to develop its own safety targets if MPO staff are directed to do so. The plan is expected to be completed in late Spring 2025, and the data could be used for MPO-developed safety target setting in 2026.
A presentation, a sample resolution supporting NCDOT's 2025 safety targets, and an MPO safety target setting matrix developed by the MPO's Safety Action Plan consultant team (Toole Design and VHB) are included as attachments.
