2040 MTP Amendment #3 and D-O LRT LPA (Extension to NCCU) -- (10 minutes)

Narrative
At the 10/19 Board meeting, the MPO released for public comment an amendment to the Locally-Preferred Alternative (LPA) for the Durham-Orange Light Rail Transit system (D-O LRT) and an amendment to the 2040 Metropolitan Transportation Plan (MTP). Both amendments are to extend the D-O LRT from Alston Avenue to a station at the North Carolina Central University (NCCU). Engineering studies have shown that the extension is technically feasible and modeling indicates the added station will generate high ridership.
The MPO Board held a public hearing on the amendments at their November meeting. The public comment period ended December 6, 2016. The MPO received a few public comments, which are attached. GoTriangle needs the amendment to be completed by the end of December 2016 to keep the D-O LRT project moving forward. Recommendation
TC Action: Recommended that the MPO Board approve the amendment to the Locally Preferred Alternative for the Durham-Orange County Transit Corridor and Amendment #3 to the 2040 Metropolitan Transportation Plan, and authorize the MPO Board Chair to sign the corresponding resolutions.
