Revised Amendment #2 to the FY2016-2025 TIP (5 minutes)

Narrative
During the DCHC MPO Board meeting on February 10, 2016 the Board reviewed draft amendment #2 and released it for the public review and comment period. The DCHC MPO Board held a public hearing for draft amendment #2 on April 13, 2016. The draft amendment has been out for public comment since February 10, 2016. To date, no public comments have been received. The draft amendment has been advertised in the Triangle Tribune and the Herald Sun. The draft amendment has been posted to the DCHC MPO website and circulated via MPO email listservs.
The General Assembly passed the 2016 Appropriations Act (state budget) that limits total State funding for a commuter rail, intercity rail,or light rail project to no more than ten percent (10%) of the estimated total project costs used during the prioritization scoring process. The state budget also makes the Durham-Orange Light Rail Transit (D-O LRT) ineligible for scoring and reprioritization until the Prioritization 5.0 process which will begin in the spring or summer 2018. The previously reviewed draft amendment #2 to the FY2016-2025 TIP has been revised to remove the D-O LRT project from the amendment until futher information is received.
Recommendation
TC Action: Reviewed the revised amendment #2 to the FY2016-2025 TIP, recommended that the D-O LRT project be removed from the amendment until further information could be received, and recommended amendment #2 to the Board for approval.
