Material Changes to the Durham County Transit Plan (20 minutes)

Narrative
As part of the appropriations process for the Durham and Orange Transit Plans (Transit Plans), an annual Work Program is developed which produces a budget and selects projects for funding for the upcoming year. The Interlocal Implementation Agreements (ILAs) in each county specify that the GoTriangle Board of Trustees will adopt the Work Programs for Durham and Orange counties.
As part of the development of the FY23 Durham Work Program, several new items were identified to begin in FY23 as a material change to the Durham Transit Plan, per the specifications of the ILA. Material changes to a plan require the approval of all three parties to the ILA: the DCHC MPO Board, the Durham County Board of Commissioners, and the GoTriangle Board of Trustees. These items include:
- Northern Durham Improvements (GoDurham Routes 9A & 9B)
- New Paratransit Maintenance Facility
- Durham Station Improvements
- Bus Stop Improvements
These projects were all recommended to be included in the FY23 Durham Transit Work Program by the Durham Staff Working Group on May 12, 2022. The DCHC MPO Technical Committee (TC) unanimously recommended approval of the material changes to the Durham Transit Plan at its May 25, 2022 meeting. The projects must be approved as a material change by all three parties to the ILA in order to be included in the FY23 Durham Transit Work Program when the GoTriangle Board of Trustees approves its budget in June.
The attached memo provides more detailed information on the proposed changes, as well as an update on the approval procedure since the last MPO Board meeting.
Recommendation
TC Action: Recommended unanimously that the MPO Board adopt the resolution to include all four material changes in the Durham Transit Plan.
