Narrative

Staff of the DCHC MPO are preparing to update the Public Involvement Policy (PIP), the Environmental Justice (EJ) Report, the Limited English Proficiency (LEP) Plan, the ADA Transition Plan, and the Title VI Non-Discrimination Plan in 2025. The DCHC MPO Public Involvement Policy, also referred to as the Public Participation Plan, was last updated by the DCHC MPO Board on February 10, 2021. The PIP guides efforts to proactively involve the public to plan a regional multimodal transportation system. The DCHC MPO Board adopted the 2020 Environmental Justice (EJ) Report on September 9, 2020. The report contains an overview of EJ populations in the DCHC area and an assessment of the MPO's major planning activities. The populations addressed in the report are people who identify as a racial and/or an ethnic minority, low-income households, elderly households, zero-car households, and people with Limited English Proficiency (LEP). The Limited English Proficiency (LEP) Plan was adopted on February 10, 2021. The LEP Plan provides guidance on how to provide meaningful access to programs and services to people who are unable to communicate effectively in English. The MPO's current Title VI Non-Discrimination Plan was adopted in 2019 and specifies how the MPO will comply with Title VI.

 

These four plans are interrelated in terms of purpose and ensuring access to participation in regional transportation planning for people who are underrepresented, therefore there is a benefit to updating these planning documents concurrently and consolidating where possible. A tentative schedule for the plan updates will be presented.
