Local Point Allocation & Project Ranking for SPOT 7.0

Narrative

On February 27, 2024, the DCHC MPO Board approved the revised Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Methodology for Identifying and Ranking New Transportation Improvement Program Project Requests (see attached), which was subsequently approved by NCDOT on March 1, 2024. The Methodology directs DCHC MPO staff to apply certain criteria to all Regional projects (and Statewide projects that cascade to the Regional level) as an initial determination of which projects should receive local points.

 

A memo is included with this agenda item describing the process to determine the initial list of projects and items for discussion. Attached to that memo is a list of projects to be assigned local points. Per the DCHC MPO Public Involvement Policy, the list of projects for local points must be released for a 21-day public review period. DCHC MPO is free to deviate from assigning points to the initial list for a variety of reasons, as described in the Methodology. Both the Methodology and state law require documentation of the reasons for deviation from the initial list.

 

On Friday, June 14, members of the TC met to begin the discussion of regional coordination and local priorities. The input received from this meeting, along with input from this Board and from public comments will shape the allocation of the MPO's Local Input Points. The MPO is continuing to hold conversations with the Divisions and any neighboring MPOs/RPOs.

 

Based on feedback from the meeting on the 14th the MPO has decided to recommend flexing 300 of the Division Needs points to the Regional Impact category in order to adapt to the current funding availability.
