Enhanced Mobility of Seniors and Individuals with Disabilities (Section 5310) Grant - FY21 and FY22 Call for Projects and Program Management Plan (10 minutes)

Narrative
Section 5310 - Enhanced Mobility of Seniors and Individuals with Disabilities provides funds to improve mobility for seniors and individuals with disabilities by removing barriers to transportation service and expanding transportation mobility options. The DCHC MPO is the designated recipient of these funds for the Durham urbanized area (UZA) and distributes the funds to eligible sub-recipients through a competitive selection process. A Call for Projects is conducted during even numbered years and includes funds from two fiscal years. A total of $679,325 was apportioned to the Durham UZA for FY2021 and FY2022 and will be available for the 2022 Call for Projects. Attached is the Section 5310 application including the application process schedule.
The FTA requires that in order to receive Section 5310 funds, designated recipients have on file a Program Management Plan (PMP) that addresses program requirements contained in FTA Circulars 9070.1G. DCHC's current PMP was submitted to the FTA in 2015, and is in need of an update to incorporate new program guidance and improve readability. The PMP has been updated with non-substantial corrections and reformatting, and the MPO is requesting approval of this updated PMP, which will then be submitted to the FTA.

TC Action: Received the proposed Section 5310 Grant Call for Projects schedule and recommended approval of the Program Management Plan for Enhanced Mobility of Seniors and Individuals with Disabilities Program.
