Orange County Transit Plan Update Adoption (15 minutes)

Narrative
In response to the discontinuation of the light rail project in 2019, the Orange County BOCC initiated the process for updating the Orange County Transit Plan. Over the past two years, the project team has been developing the draft with input from the public and direction through a Policy Steering Committee (PSC) comprised of elected officials. At its November 1, 2022 meeting, the Orange County BOCC received positive recommendations from the PSC, Orange County Staff Working Group, and Orange Unified Transportation Board all recommending adoption of the Transit Plan. A public hearing was also held and no members of the public offered comment. After closing the public hearing, the Orange County BOCC adopted the 2022 Orange County Transit Plan Update to include a revised financial summary (attached) that allocates additional funding to the Chapel Hill Transit North-South Bus Rapid Transit (N-S BRT) project. The Carrboro Town Council approved a Resolution Endorsing Adoption of the 2022 Orange County Transit Plan Update, which is also attached.
At the October 12, 2022 MPO Board meeting, the Board received a detailed presentation from Orange County staff and recommended the release of the draft Plan for public comment (attached). The draft Orange County Transit Plan was released for public comment on October 17, 2022. The MPO received no public comments. A public hearing was held by the Orange Board of County Commissioners on November 1, 2022; no comments were made at the public hearing.
Recommendation
TC Action: Recommended that the MPO Board adopt the 2022 Orange County Transit Plan Update, including the revised financial summary, which incorporates additional funding for the Chapel Hill Transit North-South Bus Rapid Transit (N-S BRT) project.
