FY23 RFF Call for Projects

Narrative

On November 15, 2021, MPO staff released a call for projects for STBGDA, CMAQ, and TAPDA funding for FY23, called Regional Flexible Funding (RFF), to all member jurisdictions and agencies. Ten applications were submitted for consideration. MPO staff recommends funding six of those projects.

 

Three of the projects are either existing capital projects in need of additional funds to be completed, or continuing programs that are prioritized by the updated DCHC MPO Federal Funding Policy. Those projects are:

 

- Fordham Boulevard Sidepath (Town of Chapel Hill)

- South Greensboro Street Sidewalk (Town of Carrboro)

- Transportation Demand Management (TDM) Program (TJCOG)

 

Due to the availability of unprogrammed STBGDA funds from previous years, funding can be provided for the two capital projects without using any funds from the FY23 RFF. Per the Federal Funding Policy, the TJCOG TDM program will receive FY23 CMAQ funds.

 

In addition to those continuing projects, MPO staff recommends funding in full the following three new projects:

 

- Horton Road Sidewalk (City of Durham)

- NC 54-Falconbridge Transit Access (GoTriangle)

- Morgan Creek Greenway (Town of Chapel HIll)

 

The attached memo provides detail on the amount of available funding and the scoring process.

 

 

Recommendation

TC Action: Recommended unanimously that the Board approve the staff recommended slate of projects for RFF funding.
