2040 MTP -- Update to Environmental Justice (15 minutes)

Since February, the Capital Area MPO (CAMPO) and the DCHC MPO worked collaboratively with NCDOT, TJCOG, and FHWA to develop an updated methodology to define “communities of concern” for the Environmental Justice section of the 2045 MTP. The resulting maps will be used as a regional-scale screening tool for MTP public outreach and for the updated benefits/burdens analysis required by FHWA. There are three changes, or varying impacts, to the current DCHC method, including:
* Minor change -- Age threshold raised from 65 to 70 years of age;
* Medium change -- Use of poverty variable instead of income because the custom geography making a true “regional average” difficult to calculate; and,
* Major change -- Change of threshold measure for inclusion as “community of concern.”
