2024 Update to Program Management Plan (PMP) for the Section 5310 Grant: Enhanced Mobility for Seniors and Individuals with Disabilities (5 Minutes)

Narrative
Every 2 years, the MPO selects and funds transportation projects that improve mobility for seniors and people with disabilities through the Federal Transit Administration's (FTA) Section 5310 Grant. The Program Management Plan, or PMP, creates the rules for how the MPO will select, fund and implement these projects. The PMP is being updated with references to recently updated 2024 Coordinated Public Transit - Human Services Transportation Plan (the Coordinated Plan). Additional edits include clarification around the relationship between the City of Durham, the Direct Recipient of Section 5310 funding in the Durham UZA, and the DCHC MPO which manages the implementation of the Coordinated Plan and selection of 5310 Program of Projects, as well as the addition of a Checklist for Project Manager Review of Uniform Guidance Audit Findings as requested by the Federal Transit Administration (FTA) during recent discussions with the City of Durham. The 2024 Update to the PMP is included as an attachment. The Draft PMP was posted on the MPO website, on social media, and emailed to stakeholders from the Coordinated Plan update for their review. No public comments were received.
Schedule:
· October 8, 2024: TC recommended MPO Board release the 2024 Draft Update to the PMP for 21-day public comment period.
· October 22, 2024: MPO Board released the 2024 Draft Update to the PMP for 21-day public comment period.
· November/December 2024: MPO staff finalizes the Draft 2024 PMP, including recommendations received during public comment period.
· January 2025: TC reviewed the 2024 Update to the PMP and recommended MPO Board adoption.
· January 2025: MPO Board adopts the 2024 Update to the PMP.
