Submission of CMAQ Applications for FY 2018-19 (15 minutes)

Narrative
DCHC MPO receives an allocation of Congestion Mitigation and Air Quality (CMAQ) funds for disbursement through NCDOT within its member jurisdictions and agencies on a biennial basis. CMAQ funds are federal funds that are to be directed to projects that show an air quality benefit upon implementation. As federal funds, there is a required 20 percent local match for the funds. For the FY 2018-19 cycle $4,799,503 of CMAQ funds are available.

Twelve CMAQ applications were submitted by local jurisdictions and agencies for this funding cycle. The total requested funding from these twelve applications is $6,478,131. Since not all projects can be funded this cycle, LPA staff performed an analysis to help guide the choosing of projects for funding.

An MPO Subcommittee met on February 8, 2017, to review the applications and analysis and provide a recommendation on which projects should be funded to the TC. Those recommendations were presented to the full TC at its February 22, 2017 meeting, in which they were endorsed unanimously. Four documents are attached for your review:

· A list of the projects recommended for funding and the CMAQ amount requested (does not include the required local match), as well as the projects that are not recommended for funding;
· A brief project description of each recommended project;
· A breakdown of the recommended funding allocation by fiscal year; and
· A resolution officially endorsing the submission of CMAQ projects to NCDOT.


Should the MPO Board approve the submission of projects for CMAQ, LPA staff will forward those submissions to NCDOT for its review. NCDOT makes the final determination on whether or not to grant the funding requests.
