Division Needs Local Point Allocation Update for SPOT 7.0 (10 Minutes)

Narrative
On February 27, 2024, the DCHC MPO Board approved the revised Durham-Chapel Hill-Carrboro Metropolitan Planning Organization Methodology for Identifying and Ranking New Transportation Improvement Program Project Requests, which was subsequently approved by the North Carolina Department of Transportation on March 1, 2024. The approved methodology is provided in the attachments for reference in addition to the P7 schedule and funding availability. The approved methodology directs DCHC MPO staff to apply certain criteria to all projects as an initial determination of which projects should receive local points during the Statewide Prioritization Process.
With the release of the Regional Impact funding assignment, all the remaining unfunded projects have been cascaded to the Division Needs level. The current timeline for adoption is as follows:
- October 2: TC met to discuss recommendation
- October 8: TC recommended Board release for public comment
- October 22: Board released for public comment
- November 5: TC recommended Board approval of Division Tier Local Input Point (LIP) assignment
- November 19: Board approves Division Tier LIP assignment
- November 29: LIP due to SPOT Office
The public comment period was open until November 12. To encourage participation, the DCHC MPO website was updated with a range of resources, along with guidance on key topics to consider, instructions on how to provide feedback, and a map to act as a visual aid. The comments received are attached below.
