Narrative
The Triangle Regional Model (TRM) is the transportation model used for forecasting and other purposes throughout the Triangle region. It is hosted and maintained at the Institute for Transportation Research and Education (ITRE), and is governed by a four-agency partnership consisting of the DCHC MPO, CAMPO, NCDOT, and GoTriangle. Triangle J Council of Governments (TJCOG) staff provide a forum for convening meetings and facilitating discussion among the partners. The TRM partnership wishes to update the TRM Protocol, which requires approval by the MPO Board.

The purpose of the TRM Protocol is to provide a clear structure and procedures for collaboration on the development, modification and maintenance of the mutually adopted TRM, and associated transportation modeling tools. Specifically, this Protocol defines signatories to the protocol, responsibilities for maintenance and modification of different versions of the travel demand model and any ancillary modeling tools, procedures for distribution of the mutually adopted model, steps to amend this protocol, and, if necessary, how to dissolve participation with the TRM. In addition, the purpose of the protocol is to assure consistency of model sets, integrity of data sets, and the mutual support and buy-in of all signatory agencies.

The CAMPO Board and the GoTriangle Board of Trustees have already adopted the TRM Protocol. NCDOT has indicated it will sign the protocol as well.


Recommendation
TC Action: Recommended that the MPO Board adopt the TRM Protocol. Recommended that the TRM Executive Committee revisit the Protocol within the next year to add necessary items such as the cost split, resolve any disputes, and identify any modifications that may need to be made.
