Narrative
Per the Interlocal Implementation Agreements executed by GoTriangle, DCHC MPO, and both Durham and Orange counties, the adopted Bus and Rail Investment Plans for each county are due for detailed review and update. Each agreement established a Staff Working Group that was charged with conducting the reviews and proposing updates. Due to a request from the Federal Transit Administration (FTA), GoTriangle, DCHC MPO, and the counties agreed to a schedule to deliver and approve updated county transit plans by April 30.

The draft updated Durham County Transit Plan and draft updated Orange County Transit Plan were released to the public on Friday, March 31 for a 21-day comment period. During the comment period, the Staff Working Group and GoTriangle staff held four public workshops and gave six briefings to local county and municipal governments. Comments on the plan were accepted on the ourtransitfuture.com website, via email, via regular mail, and at three public hearings held in front of the Orange County Board of Commissioners, the Durham County Board of Commissioners, and the DCHC MPO Board. Also during this period, representatives from the two counties continued to meet to agree upon a cost-split for the Durham-Orange Light Rail Transit project. The comments received during the public comment period are attached.

A final version incorporating the public and agency comments was released by the Staff Working Groups on Friday, April 21. By the time the MPO Board meets to review these plans, they will have been reviewed and voted on by the Durham County Board of Commissioners and the Orange County Board of Commissioners. GoTriangle must also adopt each Plan and the GoTriangle Board of Trustees is scheduled to vote on adoption of the plans on the afternoon of April 28. The MPO Technical Committee reviewed the plans on Wednesday, April 26.
