Narrative
Under North Carolina’s Strategic Transportation Investments (STI) law, transportation funds are allocated based on data-driven scoring and local input. DCHC’s projects will be rated along with projects from across the state to determine which projects will be funded in the FY2020-29 Transportation Improvement Plan (TIP). DCHC must submit projects for consideration in the prioritization process for funding, called SPOT 5.0, for the FY2020-29 TIP by September 29.
DCHC may submit up to 23 projects per mode for SPOT 5.0 consideration. DCHC also gets an additional highway submittal because a project was removed from scoring that was previously in the FY 2018-27 TIP. LPA staff worked with a committee of local government staff to determine the 24 highway and 23 bicycle/pedestrian projects that will be submitted for DCHC. In addition, 21 transit and 10 rail projects have been identified for entry in SPOT 5.0. The TC recommended the attached list of projects be submitted for consideration for SPOT 5.0 at its August meeting, with one exception noted on the attachment.
Recommendation
TC Action: Recommended the attached list of highway, bicycle/pedestrian, transit, and rail projects for submittal for SPOT 5.0.
