Draft FY2017 Unified Planning Work Program (UPWP) (15 minutes)

Narrative
The DCHC MPO is required by federal regulations to prepare an annual Unified Planning Work Program (UPWP) that details and guides the urban area transportation planning activities. Funding for the UPWP is provided on an annual basis by the Federal Highway Administration (FHWA) and the Federal Transit Administration (FTA). The UPWP must identify MPO planning tasks to be performed with the use of federal transportation funds, including highway and transit programs. Attached is the current draft FY 2017 UPWP. A draft FY2017 UPWP was released for public comment by the MPO Board on January 13, 2016. On January 27, 2016, the TC recommended the draft be approved with the following changes: (1) minor edits identified during review process; (2) re-allocation of City of Durham funds among various task codes to better reflect work to be performed in FY17; (3) addition of funds by Chapel Hill for the two-year Transportation and Connectivity Study (unused funds from FY16 will be de-obligated with the next FY16 amendment); and (4) addition of four regional studies with local match (funds were unused and de-obligated from FY16 UPWP).
Recommendation
TC Action: Recommended the MPO Board hold a public hearing and approve the plan (with changes) including a resolution, the self-certification process, and local match at their next meeting on February 10, 2016.
