Title

2055 Metropolitan Transportation Plan Schedule and Public Engagement Strategy (10 minutes)

Narrative

 The DCHC MPO adopted the 2050 Metropolitan Transportation Plan (MTP) in February 2022. Federal rules require that the MPO adopt an updated plan within five years in air quality attainment areas and every four years in non-attainment or maintenance areas. DCHC MPO and the Capital Area MPO partner to create a single MTP and are both part of the Triangle Region, which is currently an air quality attainment area. However, a 2018 court case has required ozone attainment areas to continue to demonstrate conformity through the year 2027. Therefore, the 2055 MTP must be adopted no later than February 2026 and follow the four-year update cycle.

The first step in developing the updated MTP is to determine the public engagement strategy and prepare a schedule for MTP adoption. The public engagement strategy will consist of four major key decision points this cycle: Goals and Objectives (visioning), Alternatives Selection and Analysis, Preferred Option Review, and 2055 MTP Adoption. The attached document contains details on what engagement will be completed for each key decision point, and is labeled "Destination 2055," which will be the campaign name this cycle.

 

Draft 2055 MTP Schedule Overview:

 

                     November 2023 - Begin public engagement on goals and objectives.

                     February 2024 - Approve goals and objectives.

                     May 2024 - Approve performance measures.

                     July 2024 - Begin alternatives analysis and deficiency analysis.

                     February 2025 - Review deficiency analysis.

                     June 2025 - Approve alternatives analysis and begin engagement on preferred option.

                     August 2025 - Review preferred option.

                     October 2025 - Approve Air Quality (AQ) conformity analysis.

                     November 2025 - Adopt 2055 MTP.

 

Attached is a detailed draft schedule for the adoption of the 2055 MTP. This is provided as a reference for several reasons: 1) MPO members can use these dates to schedule updates for their own plans, 2) updating the MTP is a process and as such requires strict schedule adherence of all components to meet the final deadline, and 3) the MPO plans to adopt the federally-mandated MTP and the state-mandated Comprehensive Transportation Plan (CTP) on the same or similar timeline, which will require additional scheduling with the North Carolina Department of Transportation. A request was made by the Technical Committee to track transit efforts as part of this scheduling and this will be incorporated in future updates. Dates are subject to slight change based on updates to the 2024 DCHC MPO meeting calendar.

 

 

The request today is for approval of use of the MTP public engagement strategy. As the MTP process is a lengthy one, this strategy is subject to change based on the needs as determined by the engagement itself. Engagement efforts are consistent with the MPO’s Public Involvement Plan (PIP).
