Comprehensive Transportation Plan (CTP) Amendment #2 (10 minutes)

Narrative
The DCHC MPO Board released Amendment #2, which deletes the Briggs Avenue Extension from the Comprehensive Transportation Plan (CTP), at their November meeting for public comment. The MPO notified the public about the opportunity to comment on Amendment #2 through the MPO Website, social media, a public affairs announcement, and the MPO mailing list. At this point, the MPO has received several comments on this amendment, all of which support deleting the project. See the attached compilation of comments.
The cost to construct this roadway will be prohibitively high given that a bridge over the CSX rail line will be required. Also, the original intent of the roadway was to connect an existing and future industrial area, however, the future industrial area has developed into a residential neighborhood.
The attached amendment document provides details on the reasons for deleting the Briggs Avenue Extension, the exact changes to the CTP report and map, and public comment information.
The schedule includes:
• November 11 -- MPO Board released CTP Amendment #2 for public comment period
• December 9 - DCHC MPO Board conducts public hearing and adopts amendment #2
• December 10 - Public comment period ends
It should be noted that based on the new provision NCGS 166A-19.24(e), the Durham City Attorney has advised the DCHC MPO that the Board can hold a public hearing and vote on the matter on the same day but must continue to receive public comments for at least 24 hours.

TC Action: Recommended that the MPO Board adopt Amendment #2 to the Comprehensive Transportation Plan (CTP).
