Narrative
At the April Board meeting, staff provided a detailed list of the comments received from the public, local staff, and boards and commissions, and stated how each comment was addressed in the final CTP. Staff has incorporated those changes into the final CTP and created the detailed CTP report. The final CTP maps and report that are proposed for adoption can be found at the following links:

A CTP adoption resolution is attached for Board review and Board Chair signature.

The final report is almost three hundred pages. The attached document “Guide to Review CTP Report” can help the review process. The document lists a few notable project changes made for the final CTP, and suggests ways in which the reviewer might be able to focus on the parts that are of most interest.

The MPO staff is presenting one additional change to the CTP report as presented today. As described in the attached “Guide to Review CTP Report,” the Technical Committee (TC) changed the status of the central Durham one-way street pairs 1) Duke St/Gregson St/Vickers Av and 2) N Roxboro St/Mangum St (US 15/501 Business) from “existing” to “needs improvement.” The NCDOT Planning Branch and Division 5 office subsequently met with the MPO and City of Durham transportation staff to request that these one-way pairs remain “existing” in the CTP. Instead of designating the roadways as “needs improvement,” they suggested that a problem statement for the Downtown Loop conversion project be created and include a description of any deficiencies on the one-way street pairs (above) to show support of further study of the streets before recommending a solution.
